GOVERNOR CALEB MUTFWANG PRESENTS 2025 BUDGET OF N471 BILLION TO STATE HOUSE OF ASSEMBLY

Plateau State Governor Caleb Mutfwang today presented the state’s proposed 2025 budget to the Plateau State House of Assembly, totaling N471,134,093,541. The governor described the budget as one of consolidation and sustainability, aimed at securing the state’s future by building on the successes of previous years.

Governor Mutfwang emphasized that the 2025 budget is part of a three-year fiscal strategy (2025-2027) designed to strengthen the state’s economy and enhance governance. “This budget represents our steadfast commitment to shaping a sustainable future for Plateau State,” Mutfwang said, thanking the Assembly for its continued support since his administration began in May 2023.

The budget proposal includes a recurrent expenditure of N201 billion (43.46% of the total) and a capital expenditure of N258 billion (56.54% of the total), reflecting an increase of N156 billion over the 2024 budget. This growth underscores the administration’s focus on addressing the needs of the people while expanding key sectors of the economy.In his speech, the governor highlighted the need for strategic revenue generation and mobilization to meet targets, particularly from internally generated revenue (IGR).

To achieve this, the government is harmonizing tax collection efforts, enhancing transparency, and promoting accountability in the system. The government’s target for IGR in 2024 is N38 billion, which will contribute to funding crucial projects across the state.Governor Mutfwang also touched on the challenges facing the state, including insecurity and economic downturns. He assured the Assembly that measures were being put in place, including collaboration with security agencies to establish checkpoints and increase vigilance among citizens to maintain peace and security.

The governor outlined the core pillars of his administration’s development agenda, which focus on peace, security, and good governance; sustainable economic growth; and the development of physical infrastructure. Key sectors to benefit from the 2025 budget include agriculture, education, healthcare, youth and sports development, and public sector reforms. Notably, about 70 critical projects identified by citizens during budget consultations will be included in the 2025 budget for implementation. The administration is also launching the World Development Initiative to ensure government presence in all 325 electoral wards of the state.

Governor Mutfwang concluded his address by calling on the House to expedite the budget’s approval to ensure timely implementation of these important projects. He expressed his gratitude to the House for its support and urged for continued collaboration to bring lasting peace and prosperity to Plateau State.The governor’s presentation sets the stage for an in-depth review and consideration of the budget by the Plateau State House of Assembly. If approved, the 2025 budget will serve as a blueprint for the continued growth and development of the state.

PLATEAU STATE HOUSE OF ASSEMBLY CONDEMN THE UNPROVOKED ATTACK ON TASKFORCE AT BUKURU MARKET

Yesterday’s vicious attack on the task force established to demolish illegal structures at Bukuru market is a reprehensible act that I, Rt. Hon. Dewan Kudangbena Gabriel, Speaker of the Plateau State House of Assembly, on behalf of the house strongly condemn.

In solidarity with His Excellency, Governor Barr. Caleb Manasseh Mutfwang, I denounce this senseless violence and stand with the victims, their families, and the entire state government.

The task force’s efforts to restore order and sanity to the market are crucial, and such acts of intimidation will not deter us from our collective mission to create a safer, more secure environment for all Plateau State citizens.

I urge the security agencies to investigate this incident thoroughly and bring the perpetrators to justice swiftly. I also call on the community to remain calm and support the state government’s efforts to maintain peace and order within Bukuru market and Jos metropolis.

We will not be swayed by this cowardly act and will continue to work together to ensure the progress and development of our great state.

ONE KILLED AND TWO AK-47 RIFLES SEIZED AS PASSENGERS OVERPOWERED BANDITS IN ZAMFARA STATE By Prince Sekat,Jos

In a display of remarkable courage, passengers in Zamfara thwarted a bandit attack, resulting in the death of one assailant and the confiscation of two AK-47 rifles.
According to a report from Freelance Reporters, the incident unfolded when the family of the bride-to-be and other travellers were ambushed by bandits along the Talata Mafara-Gusau highway.

The bride’s family had embarked on a journey to purchase clothing and other wedding materials in Kano. However, their plans took a harrowing turn when armed bandits targeted them.
An eyewitness, who spoke to Freelance Reporters revealed that the response was spontaneous once the bandits had selected their victims.

Despite one of the bandits managing to escape, the brave passengers captured two AK-47 rifles.

Narrating how the events unfolded, the eyewitness said: “A few kilometres away from the Fangal Tama checkpoint, the travellers heard gunshots echoing all around.
To their shock, they encountered two well-armed bandits on motorcycles, blocking the road and halting vehicles.

“The bandits immediately ordered the young woman (the bride-to-be), her father, mother, and two other relatives to exit their car.

‘’With guns pointed at them, the terrified family members were coerced to follow the bandits into the nearby forest.

“Realising the grave danger they faced in forced abduction, the passengers decided to act swiftly. They rallied together and launched an attack on one of the two bandits.

‘’In a fierce struggle, they managed to overpower him, resulting in his instant death. The other bandit, however, escaped, leaving behind his firearm.
The courageous group retrieved the two guns and emerged from the forest.
They promptly handed the weapons over to the military at a nearby checkpoint.’’

Our Correspondent further gathered that amidst the courageous effort of the group, one of the passengers suffered a sudden heart attack due to the traumatic experience and later died in hospital.

REASON WHY 7 APC MEMBERS OF PLATEAU STATE ASSEMBLY WERE NOT SWORN IN — SPEAKER, DEWAN REVEALS

Rt. Hon. Gabriel Dewan, the Speaker of the Plateau State House of Assembly, has given an explanation for why he only swore in nine of the sixteen members of the House who belong to the All Progressives Congress (APC).

Following the dismissal of sixteen Peoples Democratic Party (PDP) members from their seats by the Court of Appeal, sixteen members of the APC were reinstated to the House.

The APC is furious because the Speaker swore in nine members last week but left out seven.

Rt. Hon. Dewan gave an explanation for his actions on Channels Television’s Politics Today on Friday. He stated that the seven members still needed to finish the required steps in order to take the oath of office.

He said: “Sometime in November, there was a pronouncement in the court that 16 of my members have been removed by the Court of Appeal. A pronouncement in the court is different from the procedures in the House.

“I wasn’t in the court; I heard it on air that 16 members have been removed. There is no communication to me from the INEC or the CTC of the judgment for me to be sure that truly those members have been removed or anything.


“And I was waiting for that proper thing to be done, what did I get? Sometime in January, a lawyer, one S.O Obende or so, wrote a letter to my office attached with 16 certificates of return of members and I replied back that Obende is not a member of my Assembly. If the court has declared members elect the members know the normal procedure to follow.

“The right thing to be done was for INEC to write to me as the Speaker directing me that based on this judgement, attaching the communication with the CTC of the judgment that based on this judgement, we have been directed to withdraw the certificate of return from this honourable to these honourables. Therefore, we are directing you as the electoral umpire to recognise this person as your member that was never done.”

The Speaker added that, “Sometimes two weeks ago, I was told by those responsible for documentation in the House of Assembly that 9 members have submitted their certificates of return and have met all the requirements and I said okay.


“So, I don’t know if the CTC copies of the other members are not ready. So, what was presented to me was what I recognised and I swore them in.”


Dewan insisted that he could not formally inaugurate the remaining members as members of the House of Assembly unless they presented the certificates of return and the CTC copies of the rulings. Dewan urged those who were accusing him of being in contempt of court after some APC members said he was not following the ruling.

Furthermore, he insisted that he was merely making sure that due process was followed and refuted any political motivation for his actions

EX PLATEAU PICTDA BOSS DAVID DASER APPOINTED INTO THE NIGERIAN DATA PROTECTION DRAFTING COMMITTEE

David Daser, the immediate past Director General DG of Plateau state Information communication technology development agency PICTDA has been named as a member of the Nigerian Data Protection ( NDD ACT) drafting committee.

This was contained in a statement signed by Dr Vincent O Olatunji ,the National Commissioner of the Nigerian Data Protection Commission and
made available to newsmen in Jos.

The letter reads that the appointment was in recognition of Daser’s invaluable contribution to the advancement of data privacy and protection in Nigeria.

The inauguration of the committee is slated for Monday 4th of September 2023 .

It could be recalled that President Bola Tinubu had recently signed the Nigeria Data Protection Bill, 2023, into law.

The Nigeria Data Protection Act 2023 provides a legal framework for protecting personal information and the practice of data protection in Nigeria.

Constituency: I signed Muhammad Adam’s Certificate, Former HM tells TribunalBy Hearing continued on Thursday at the National Assembly Elections Petition Tribunal sitting at High Court 6 Jos in the matter of a Petition to the membership to the House of Representatives for Bassa/Jos North Federal Constituency between Ibrahim Baba Hassan, APC (Petitioners) and INEC, Musa Agah Avia, PDP, Muhammad Adam Alkali, PRP, Daniel Asama Agoh, LP (Respondents).The prosecution concluded and closed its case last week and the matter adjourned to Thursday 6th July, 2023 for the 4th Respondent (Muhammad Adam Alkali and PRP) to open their defence over allegations by the Petitioners that the 4th Respondent forged the Primary School Certificate he presented to INEC for the said election conducted on February 25, 2023.When the case file was called, Yakubu Ruba, Counsel for the 4th and 5th Respondent told the Tribunal that they have five witnesses to call in defence of their case.Three of the Witnesses were in court on account of Subpoena ad testificandum. One of such witness Tijani Mohammed Naji or 4RW5, was the former Head Master of the 4th Respondent, now a retired civil servant who currently lives at Bauch Road Jos.Witness identified and adopted his witness statement on oath on July 04, 2023 in addition to other documents he brought which were tendered, admitted and marked accordingly. He further identified documents he made referenced to in his statement including the said certificate which is attached to exhibit PI before the Tribunal. Witness, during cross examination said that he worked under Jos North Local Government Education Authority from the year 1987 to 2019.Witness told the Tribunal that he retired as Assistant Headmaster 1 stressing that while in service, he served as Assistant Headmaster 3 at LGEA Primary School Anguwan Rogo, Jos from 2004 to 2012 before he was transferred to LEA Primary School Sabon Layi Jos.Witness further told the Tribunal that contrary to what PW3 Gambo Adamu who earlier testified before the Tribunal, he was not the Headmaster of Anguwan Rogo Primary School in 2006 but Azi Ajiji.Witness added that the said Ajiji served as Headmaster of the school from the year 2000 to 2006 when he was transferred to Township Primary School Jos and Hajiya M. K Sani succeeded him as Headmistress and remained in that position until 2007 when she was also transferred to LEA Primary School Gangare.Witness said that the said certificate with reference number 45472 was issued by him in 2006 in his capacity as Assistant Headmaster 3 adding that the said certificate was not forged but genuine.He said that at the time, all Assistant Headmasters were permitted to sign and issue certificates to graduates of the school.Witness noted that the said certificate was sent to the school by Primary Education Board along other certificates with verifiable serial numbers.4RW5 told the Tribunal that all Primary Education certificates sent to the school by Primary Education Board had duplicates and that if all the certificates issued in 2006 are presented to him, he would identify the duplicate copy of the 4th Respondent with reference number 45472 which he issued to the 4th Respondent.Witness also told the Tribunal that the Jos crises affected the school and some documents were either missed or misplaced as at 2006 including the master list of pupils that finished from the school in 1990.Witness said that as a result of the effect of Jos crises stated earlier, he used the 4th Respondent’s position in class and the total number of the pupils in his class to complete his certificate as it was the only available record of set 1990 as at the time time the 4th Respondent came to collect the certificate.He further explained that all the certificates he issued relating to year 2001 (crisis year) and below, were issued in accordance with Class Result since using the position and number in class was not prohibited by the school or by the LGEA until the master list was later found in one of the old Registers sometime in 2008.Witness further told the Tribunal that Muhammadu, Muhammad, Mohammad and Mohammed are one and the same name.Another Subpoenaed witness Shehu Ibrahim Abubakar (4RW1) a trader who lives in Anguwan Rogo Jos North came to the Tribunal with an enlarged photograph of set 1990 pupils of Anguwan Rogo Primary School. The photograph was admitted in evidence and marked as exhibit 4R1. The witness during examination in chief identified himself and the 4th Respondent who was standing behind their teacher (Teacher Thomas) in the photograph as stated in paragraph 7 of his statement on oath.Hassan Adam Ibrahim (4RW2) lives at Anguwan Rogo Jos North and a trader too. Witness also adopted an original and photo copy of testimonial result and post card photograph of set 1990 of LGEA Primary School Anguwan Rogo.4WR2 equally identified the 4th Respondent in the picture. Witness also told the Tribunal the names of some of their teachers in 1990 as Teacher Ali, Teacher Thomas, Teacher Usman, Teacher Amoiza.Usman Zakari is 4WR3 is a civil servant who was Subpoenaed to come with documents. Witness identified himself and the 4th Respondent in the 1990 set of pupils of Anguwan Rogo Primary School.Witness told the Tribunal that the name of the Headmistress in 1990 is Mrs. Elizabeth Atang. The Executive Governor of Plateau State, His Excellency Barr. Caleb Manasseh Mutfwang has approved the appointment of Gyang Musa Bere as the Director of Press and Public Affairs (DOPA).

Until his appointment, Bere was the Special Assistant (Media) to the Executive Governor and Chairman, Correspondents’ Chapel, Nigeria Union of Journalists (NUJ) Plateau State Council.

The appointment is with immediate effect, please.

PRESIDENT BUHARI COMMISSIONS NSCDC’S COMMAND AND STAFF COLLEGE,INAUGURATES 500 COURSE 1 PARTICIPANTS

President Muhammadu Buhari, GCFR, on Friday, 19, May, 2023, commissioned the Nigeria Security and Civil Defence Corps’ Command and Staff College, Jos, Plateau State and inaugurated 500 Course 1 participants, nominated from various commands and formations of the Corps across the nation.

The President who was ably represented by the former Head of State, Gen. Yakubu Gowon (Rtd), GCFR, commended the CG and the Corps for its steady growth and urged full compliance with the demands of the training program.

“I encourage all participants to ensure they maximise the opportunity afforded them by the training and ensure they exhibit high level of discipline during the course and in the discharge of their duties.

“The command and staff college will provide you with the knowledge and opportunity you need to progress in your career.

“It will make you more disciplined, professional, and proactive on the job and your service to the nation” the President said.

Speaking during the inauguration of the course 1 participants, the Governor of Plateau State, RT. Hon. Barr Simon Lalong, said that the Corps’ contribution to peace building in the state informed his decision to construct and donate the command and Staff College to the corps.

The Governor expressed optimism that the Command course will further enhance effective performance of duties and improve the regimental orientation of personnel of the Corps.

“I am optimistic that the training meant for the participants will further emboldened them to contribute their quota in a professional manner that will bring about peace in the state and the country,” Lalong said.

The Commandant General (CG), Nigeria Security and Civil Defence Corps (NSCDC) Dr Ahmed Abubakar Audi, mni, OFR, appreciates President Muhammadu Buhari, for providing the enabling environment for the Corps to thrive.

“I thank Mr president for the provision of logistics support and for believing in the existence of the service as a full fledged paramilitary agency of the Federal Government.

“The Corps has been working in tandem with your vision of providing security for citizens and protecting critical national assets and infrastructure and we will sustain this feat without disappointing you,” CG said.

Dr Audi appreciated the Executive Governor of Plateau State for constructing and donating the NSCDC’ Command and Staff College as part of his legacy projects.

He assured him that the Corps remained joyfully committed to the provision of safety and security of lives and property of the good people of Plateau State and Nigeria as a whole.

The CG urged the pioneer participants of the career progression development course at the Command and Staff College to be disciplined, committed, loyal and dedicated.

“As participants of course 1, you are going to be a model and a point of reference to others that will come after you.

“Make sure you exhibit the highest level of discipline, be hardworking, determined and committed to the growth of the Corps and the unity of Nigeria.

“The college is birthed as a result of lack of career progression development courses in the service which upon my assumption of office, i vowed to introduce to professionalise the service,” the CG reiterated.

“The college offers command courses for middle cadre officers and advanced command courses for senior officers,” the CG explained.

The CG congratulated all the course 1 participants and wished them success as they undertake the course.

GOVERNOR LALONG ORDERS SECURITY FORCES TO APPREHEND ATTACKERS OF KUBAT VILLAGE IN MANGU LGA

Plateau State Governor Simon Bako Lalong woke up Tuesday 16th May 2023 to distressing news of an overnight attack on Kubat Village in Mangu Local Government where some persons including women and children were reportedly killed.

Governor Lalong who is seriously disturbed about the sad development has immediately directed security forces to pursue the attackers and ensure they are arrested.

He describes this as yet another attempt by crises merchants and criminals to return the State to the dark days of pain and agony, vowing that the Government will stop at nothing to ensure that those behind this scheme are dealt with mercilessly.

While condemning the act, the Governor commiserates with the victims and assures that the murderers will not be allowed to go unpunished as this is an act that can neither be tolerated or excused no matter the motivation.

The Governor has equally directed the State Emergency Management Agency and the Peace Building Agency to visit the area and ascertain the humanitarian need so as to bring succour to the affected while thorough investigation is being carried out.
