*PLANNED PROTEST BY MEMBERS OF ISLAMIC MOVEMENT OF NIGERIA* Intelligence report available to Operation SAFE HAVEN indicates a planned protest by members of the proscribed Islamic Movement of Nigeria (IMN) otherwise known as Shiites. The protest which is planned to hold nationwide including Plateau State is scheduled for Friday 20 August 2021. The protest, according to the report is due to the health challenges of its leader Sheik Ibrahim El Zakzaki. While acknowledging the rights of individuals and groups to hold peaceful protests or processions. It is however instructive to note that the fragile security situation on the Plateau is currently not conducive for such activities. Besides, the intelligence reports available further reveals plans by hoodlums and miscreants to hijack the protest and cause mayhem in Jos Metropolis and its environs. In view of the above, Operation SAFE HAVEN hereby calling on members of IMN to shelve their planned protest in the state. Already, the Commander has ordered troops to ensure that the planned protest by members of IMN or any other group does not take place on the Plateau until full security is guaranteed. Operation SAFE HAVEN is therefore committed to the total restoration of peace on the Plateau and is working closely with the State Government, critical stakeholders such as traditional, religious leaders and law abiding citizens to achieve this mandate. GOVERNOR LALONG LEADS PLATEAU DELEGATION TO 3RD DAY PRAYER FOR LATE SENATOR MANTU
Plateau State Governor Simon Bako Lalong has described the late Deputy Senate President Senator Nasiru Mantu as one of Nigerian’s most pragmatic and peace loving politicians who used his influence to bring people together and promote the good of the society.
Governor Lalong was speaking at the third day prayer for the late politician held at his residence in Asokoro, Abuja where he led the political class in Plateau State comprising of former Governor David Jang, Deputy Speaker House of Representatives Idris Wase, past and serving members of the National Assembly, Minister of Women Affairs Paullen Tallen and others former Ministers, as well as other political office holders.
Lalong said “we have lost a gaint in the political arena of Nigeria as the late Senator Mantu was a mentor, proactive and versatile politician who embraced people from all backgrounds and touched their lives positively. Many politicians around the country benefited from his magnanimity and also learnt from his courage to fight for his people and also stand by the truth at all times. He forgave people and was always willing to reconcile with those who had grievances with him”.
The Governor while condoling with his wife Barrister Zuwaira and children said Plateau State will greatly miss his good counsel and wisdom which he offered without any hesitation. He urged the family to take solace in the fact that he left a great legacy which will continue to be a reference point for them going forward.
Former Senate Presidents Anyim Pius Anyim, David Mark and Bukola Saraki all spoke glowingly about the contributions of the late Senator to the National Assembly and the Nigerian legislature where he did not only show patriotism and political sagacity, but also insisted on passing legislations that had direct impact on the ordinary people.
In his response, son of the deceased Alhaji Musa Mantu described his father as a man with a large heart whose generosity, compassion and industry was very evident and still speaks for him even in his absence today.
He said the family was consoled by the outpouring of love and words of comfort from the Government and people of Plateau State and from all over the world where people have called or visited to honour the late Senator.

GOVERNOR LALONG RELAXES CURFEW IN JOS NORTH; ORDERS SECURITY FORCES TO BE TOUGH ON TROUBLE MAKERS
Governor Simon Bako Lalong of Plateau State has relaxed the 24-hour curfew earlier imposed on Jos North Local Government on Sunday to its earlier status.
Under the new arrangement, the curfew will be observed from 6pm to 6am daily beginning from Thursday 19th August 2021. This will also apply to Bassa and Jos South Local Government Areas untill further notice.
The decision was reached after the State Security Council meeting held at the Government House Rayfield on Wednesday, 18th August 2021 where the Governor received briefings from the heads of security agencies and also reviewed the situation.
In relaxing the curfew, Governor Simon Lalong warned trouble makers to desist from threatening lives and properties of citizens or be ready for a showdown with security forces who have been directed to be tough with anyone causing a breach of the peace.
He expressed outrage over what he called the desperation of criminals bent on causing mayhem in the State, as there were isolated attacks which led to loss of lives and destruction of properties in some areas of Jos North and Bassa LGAs during the curfew.
While the curfew is relaxed in Jos North, security agencies will mount permanent checkpoints in high vulnerable areas; deploy more uniform and plain clothes personnel; and also observe the conduct of citizens round the clock.
The Governor also reiterated that the prohibition on processions was still in force and anyone found violating the order will be dealt with according to the law.
The Governor appreciated the cooperation of law abiding citizens and urged them to continue to support Government to deal with the situation and restore normalcy to the affected areas and the State at large.
He urged parents and community leaders to prevail on their wards to maintain pecae as the Government does not want to be forced to always resort to curfews which affect the economy and freedom of the people and the State as a whole.

GOVERNOR LALONG MEETS IRIGWE/FULANI LEADERS; FROWNS AT PERSISTING ATTACKS & CALLS FOR LASTING SOLUTIONS
In the continued search for permanent solution to the persisting attacks in Bassa Local Government Area which has led to loss of lives and properties, Plateau State Governor Simon Bako Lalong has separately met with leaders of Irigwe and Fulani communities.
Governor Lalong at the meeting held at the Government House Rayfield Jos, frowned at the persisting clashes in Bassa LGA which has continued even till Tuesday night when five people were killed in Chando Zrreche despite the dusk to dawn curfew still in place in the Local Government.
During the separate meetings with the two groups held behind closed doors, the Governor expressed displeasure that there has been a lot of criminality in the area which has been given tribal and religious connotations that have snowballed into wanton destruction of lives and properties.
He recalled the efforts of the Plateau State Government in resolving the conflicts between farmers and herders in Bassa which led to commitments that have not been kept over time. This he said is disturbing as similar commitments have brought substantial peace to other Local Governments.
Lalong called on the leaders of the two groups to be frank and discuss why there have been consistent attacks resulting in the killing of farmers and herdsmen as well as destruction of crops and cattle.
Paramount leader of Irigwe land, HRH Rev. Ronku Aka, the Brra Ngwe told the Governor that his people are peace loving and accommodating, and willing to live in peace with other people including Fulani who they have coexisted together peacefully for many years.
The issues causing friction according to him are the persistent damage to their crops and attacks on farmers who have been impoverished and rendered homeless. He assured the Governor that despite the challenges of the past, his people are willing to forgive the past and live peacefully with not only Fulani but other people.
He also appealed for more presence of security personnel in the area and pledged to fish out criminal elements within his domain. The Royal Father asked Government to support those displaced or injured in the conflicts and those whose farmlands have been destroyed and are in distress.
During the meeting with the leaders of the Fulani community, Chairman MACBAN Plateau State, Alhaji Nura Muhammed said Fulani herders who have lived in Bassa for a very long time have continued to suffer attacks resulting in deaths, stealing or killing of cattle.
He said the issue of “farmer-herder clashes” is nothing but criminality which must be treated as such. According to him, those who engage in killing Fulani, Irigwe or destroying farmlands and cattle must be fished out and punished to serve as deterrence to others.
Alhaji Nura Muhmamed assured the Governor that his people are willing to peacefully live with other communities and also fish out criminal elements in order to ensure lasting peace. While calling on Government to look into the plight of herders who have suffered losses, he emphasised justice, tolerance and sincerity among leaders to guide the youths on the need for peaceful coexistence. He said Fulani who have been displaced are willing to return and live in peace.
After the closed door meeting, the Governor assured them that the concerns raised will be addressed by the Government but the huge responsibility lies with the two communities that must be determined to address all issues through lawful means and also commit to tolerate and accommodate one another.
He also informed them that the State will soon launch the Livestock Transformation Programme which will provide for Ranching and value addition to cattle rearing and associated businesses. This he said will reduce the stress on land and water which is shrinking with more demands.

Members of the public are advised to disregard any rumour of review of the current curfew.

GAGDI MOURNS SEN. MANTU, SAYS NIGERIA HAS LOST A GEM
The member representing Pankshin/Kanke/Kanam Federal Constituency in the House of Representatives, Rt Hon. Yusuf Adamu Gagdi, has commiserated with the government and people of Plateau State, Pyem Traditional Council and the Mantu family over the death of the Wazirin Pyem and former Deputy President of the Senate, Sen. Nasiru Ibrahim Mantu, who answered the ultimate call in the early hours of today, Tuesday 17th August, 2021 after a brief illness.
The lawmaker describes Mantu as a rare gem and a political colossus of inestimable worth, whose gigantic shoes can never be befittingly worn by any politician in the state.
Eulogising the virtues of the late senator, Gagdi said Mantu has left an indelible mark in the political history of Plateau state, with one of the greatest achievements that can hardly be surpassed by any living politician in the state. He said Mantu had touched lives across the 17 local government areas of the state, despite he was the senator representing the Central zone of Plateau.
Recalling his recent encounter with the deceased at a function at International Conference Centre in Abuja two months ago, Gagdi said he was encouraged by the kind words of the late senator, who said he was impressed by his (Gagdi’s) performance and charged him to sustain the tempo.
Gagdi said the late senator had expressed his desire to meet with him, alas! the meeting was never to be.
The member representing PKK regreted his inability to meet the late senator, as he requested, but hopes to meet him in Jannutul Firdausi.
Gagdi prays Allah to grant the late senator Jannutul Firdausi, and also grant the immediate family, political friends and associates the fortitude to bear the irreplaceable lost.
Following the latest unfolding development in Karl Kumm University (KKU) especially as it relates to the needless lingering crisis over the appointment of Registrar for the University. It is quite shameful that the crisis could not be cautiously managed at its infant stage and allowing it to grow to the point that the regulatory body, National Universities Commission (NUC) would have to wield the big stick through the suspension of the operational licence. Does it mean there are no worthy men and women that can make contribution to the fair resolution of the dispute between the host community and the University? Who gains from this on going crisis? In any case, may I express my profound and heartfelt respect and admiration for the decision making organs of the University for displaying exemplary and strategic sense of leadership targeted at building a globally competitive KKU. I am particularly impressed with their strength of character and conviction. It is their unyielding insistence on upholding the long standing values and principles driving universities globally, that has pitched the infant University against some sectional interests holding it by the jugular. I was taken aback on Sunday 15th August, 2021 during service when the President of COCIN, Rev. Professor Dachollom C. Datiri made a biased and jaundiced presentation on the lingering crisis in KKU. He claimed to be doing the presentation on behalf of the Executive Council (EC) of the Church but the style of presentation betrayed him as he kept using first person singular, I. As I listened attentively to the presentation, I could spot some inaccuracies and blatant lies. These include the following:I. The claim that the EC Fact Finding Committee did not find anything indicting Mr. Daniel Dung Kim, whom he erroneously referred to as ‘Dr’ Daniel Dung Kim, only confirms his poor understanding of what constitutes an indictment. May be the President was expecting to see in the Report of the NUC Fact-Finding Panel of 2015 statement such as, Mr. Daniel Dung Kim is hereby indicted. Anyone reading the NUC Report can easily make deduction. On page 52 of the Report, it is explicitly stated that “a Registrar who defies Senate and manipulates its records and is insubordinate to the VC and thrives in deadly intrigue can never be a competent Registrar”. The President found this section of the Report a landmine and skilfully skipped it. I challenge the President to confirm or deny not coming across this in his reading of the Report. This is an explicit indictment of Mr. Daniel Dung Kim, the then Registrar of Pateau State University, Bokkos. NUC is the regulatory agency that oversights all universities in Nigeria. If this weighty finding of NUC is ignored in the appointment of a Registrar for the University, how can the University defend this? May I ask the President a simple question: if he were to recruit new pastors for the Church he is superintending and he comes across this in respect of a particular candidate, would he ignore this weighty assessment? Ii. Mr Daniel Dung Kim retired from the service of College of Education Gindiri on 30th June, 2021 and had been paid his gratuity and is on pension. This, he failed to disclose about himself when he appeared before the interview panel. His dubious failure to make this disclosure misled the Committee into earmarking him for a tenure appointment instead of contract appointment. It may interest the public to note that this was one of the reasons for his indictment by the Governing Council of PLASU in 2015 leading to his resignation with effect from 10th September, 2015. Iii. The claim that Mr Daniel Dung Kim’s appointment as Registrar of KKU was withdrawn on account of phone call and SMS is to say the least, being economical with the truth. Even more disturbing is the President’s claim that it was said there are many Berom in the Governing Council. This can best be described as the figment of imagination of the President who is finding it extremely difficult to detach himself from the crisis to enable him play the role of an impartial mediator in the situation. This is inconsistent with the status of the President as the number one citizen of the COCIN. If this, as he claimed, were the consideration for dropping Mr Daniel Dung Kim as the earmarked Registrar of KKU, would he have been hunted for to attend the interview for Registrarship? The truth cannot be submerged by the tissue of lies. Iv. The claim that a politician interested in 2023 election went to NUC to influence the decision to suspend the operational licence of KKU is quite disturbing. Why did the President not mention the name of the politician in question? How did he arrive at this conclusion? Or was he simply declaring before the congregation, his ambition to contest 2023 election? I expect the President to be bold enough to mention the politician’s name before the congregation. The truth must be told that KKU University cannot be built on the foundation of falsehood, emotional outburst, treacherous and unethical tendencies. The Motto of KKU is “Knowledge, Character and Service”. A man with defective and flawed moral character such as Mr Daniel Dung Kim cannot contribute to building strong and ethically sound character of students of KKU. The esteemed members of COCIN worldwide must be wary of the landmines to be laid by some interests insisting on the choice of a man whose character has been heavily indicted by both the Governing Council of PLASU and the NUC, the regulator of KKU. The truth must be told that the President has undoubtedly become an interested party in the lingering crisis and is unable to facilitate the resolution of the dispute. KKU as the President has correctly noted, is God’s project and must be driven by the values of truth, integrity, honesty and strong sense of ethics. See below the full report of the Fact Finding Committee of the Governing Council of KKU which formed the basis of withdrawing Mr Daniel Dung Kim as the earmarked Registrar of KKU and the appointment of Dr. Rejoice Songden James as Acting Registrar. She is a young, resourceful and productive worker with immense experience having risen through the rank to become Deputy Registrar and a proud PhD holder. Esteemed members of COCIN worldwide, let’s be careful in nurturing KKU by ensuring that the University is built on a solid and credible foundation. It is unfortunate that those who contributed financially and morally to take the University to this stage are the targets of attack by certain sectional interests. Even God will not be pleased by this show of ingratitude. The President must free himself from the encumbrances of being an interested party in the crisis threatening to truncate the long standing dream of over 8million members of the Church worldwide. May we be guided by the Holy Spirit to submit to His supreme will as KKU leaps frog in establishing itself as a world class citadel of learning. Shalom.

PLATEAU STAKEHOLDERS HOLD EMERGENCY MEETING OVER INSECURITY; VOW TO UNITE AGAINST RETURN OF VIOLENCE TO PLATEAU STATE.
Towards finding a lasting solution to the recent attacks that led to the the loss of lives and properties in some parts of Plateau State, Governor Simon Bako Lalong has summoned an emergency security stakeholders meeting to examine the ways of restoring normalcy and permanent peace to the State.
Governor Lalong while addressing the meeting at the Government House Little Rayfield Jos, said despite the huge investments that have been made in peace building and crime fighting, Plateau is again confronted with the activities of criminals who are bent on reversing the gains made in the last six years.
He said in recent weeks and months, the State has witnessed isolated cases of attacks on some communities in Jos North; Riyom LGA; Bassa LGA; Barkin Ladi and Jos South Local Government Areas.
“In most of these attacks, farmers as well as herders were either killed or cattle and farm crops destroyed. Houses were also burnt down and people rendered homeless. The human loses due to the destruction is very worrisome as it continues to fuel the endless circle of attacks and counter attacks”. He said.
The Governor regretted that while these efforts were ongoing to bring those behind the unfortunate attacks to justice, another unfortunate breach of peace along Rukuba road on Saturday 14th August 2021 where a convoy of five buses with passengers returning from a religious festival in Bauchi State heading to Ondo State were attacked.
This act he said was most despicable which brought about the imposition of 24-hour curfew on Jos North Local Government Area in addition to the dusk to dawn curfew in Bassa and Jos South LGAs to curtail total breakdown of law and order.
Lalong charged the stakeholders including Elders, past and present political office holders, representatives of CAN and JNI, PIDAN, women and youth groups as well as traditional rulers to brainstorm honestly and come up with valuable suggestions as to what can be done to settle once and for all, the cycle of violence that was almost being forgotten before the recent ugly developments.
The meeting thereafter went into a closed door session where the stakeholders arrived on various suggestions. These include:
Prompt arrest and decisive punishment of suspected perpetrators of attacks through diligent prosecution.
Strengthening of Community Policing structures for intelligence gathering and early warning pending the approval of State Policing.
Payment of compensation to victims of various crises and rehabilitation of displaced persons.
Continous dialogue and engagement among various communities and conflict groups through the facilitation of the Peace Building Agency and the State Inter-religous Council.
More involvement of the traditional rulers in governance by defined constitutional roles.
Arrest and prosecution of those making inflammatory statements and circulating fake news and hate content.
Decisive action against religious, community and traditional leaders preaching hate or inciting people to violence.
Cautioned against indiscriminate granting bail to persons suspected in attacks as well as the politicization of crimes.
Appreciated the roles played by President Buhari, Governors of Ondo and Bauchi, Sheikh Dahiru Bauchi, CAN, JNI religious and community leaders and security agencies for their roles in calming the situation and stopping the situation from escalating.
The meeting was attended by Former Governor Jonah Jang, Chairman of the Plateau Council of Chiefs and Emirs His Majesty the Gbong Gwom Jos, Da Jacob Gyang Buba, National and State Assembly Members, and religious leaders.
Shortly after the stakeholders meeting, the State Security Council Council went into a session to review the security situation.

*RE: PROPOSED DEMONSTRATION BY MUSLIM YOUTHS IN JOS*
The attention of Operation SAFE HAVEN (OPSH) has been drawn to a message circulating on social media calling on Muslim youths to embark on peaceful protest slated for tomorrow, Wednesday 18 August 2021. The message purpotedly stated that the demonstration is expected to commence from Massallacin Jumaa Yan Dankali to Plateau State House of Assembly Complex.
While, OPSH will not want to join issues with the organizers of the planned protest, it is instructive to state that inview of the fragile nature of peace on the Plateau this protest is unnecessary and uncalled for. We are fully aware that Muslim clerics and leaders have distanced itself from the planned message circulated and not in support of the peaceful demonstration.
OPSH is therefore sending a strong warning to those planning this demonstration (if it is true) and the originator of the message to have a rethink. The 24 hours curfew imposed by His Excellency the Executive Governor of Plateau State Rt Hon Simon Bako Lalong on Jos North local government and 12 hour curfew on Jos South and Bassa Local government area is still in place and we are fully deployed to ensure its enforcement.
OPSH will not allow any body or group to breach the fragile peace in Jos metropolis. Consequently any body found acting contrary to the law will be dealt with. LETS GIVE PEACE A CHANCE
Please disseminate to the public through your various medium. Thank you for the usual cooperation

It has come to the attention of JNI Plateau State under the leadership of His Royal Highness, the Emir of Wase, Dr Muhammad Sambo Abdullahi, that some faceless individuals are announcing a purported “protest match” with the Jos Central Mosque as the take off point.
The messages which has gone virile in social media, notably the WhatsApp is not true. JNI as the custodian of the Jos Central Mosque has not given permission to any individual or groups to carry out any form of activities within it’s premises. JNI is firmly committed to ensuring that lasting peace is restored to Jos and environs and it is therefore calling on all citizens to observe the various curfews imposed by government on Jos North, Jos South and Bassa local government areas. All should please disregard that message in circulation as nothing but a handiwork of mischief makers and crisis merchants.
