Group under the auspices of Concerned Northern Citizens has raised alarm over the hijacking by external forces the bid for the disposal of the properties of the New Nigerian Newspapers Company Limited NNN,an assignment that was duly authorised by the Northern States Governor’s Forum .
According to them, it is shameful and unfortunate that an assignment that was duly authorised by the Northern States Governors Forum and assigned to the NNDC for execution by its subsidiary company is being hijacked by external actors with narrow parochial interests which are detrimental to the overall interest of stakeholders.
The convener Abdullahi Ali Kano in a press statement signed and issued in Jos the Plateau State capital yesterday titled “Re: suspension of bid for the disposal of the properties of new Nigerian Newspapers Company Limited NNN call on the NSGF to rise to the occasion by taking urgent steps to ensure that the suspension of the disposal process of the NNN properties is reversed immediately.
Part of the statement reads “NNDC via its subsidiary company (New Capital Properties Limited) having been given the sole mandate by the NSGF to carry out the disposal of the properties must be allowed to discharge this mandate without interference from any external parties.”
The group recall the Northern States Governors Forum (NSGF) under the chairmanship of the immediate past governor of Borno state (Alhaji Kashim Shettima) had at its meeting of 17th May, 2019 reiterated its earlier approval for the disposal of the non-core properties of New Nigerian Newspaper Company Limited (NNN) by New Capital Properties Limited (NCPL), a subsidiary company of New Nigeria Development Company Limited (NNDC).
According to them, the non-core properties of the NNN which consist of residential and commercial properties located at Kaduna, Lagos, Abuja, Sokoto, Minna and Damaturu were to be disposed off and the proceeds used for among others, settlement of the outstanding salaries, gratuity and pensions, and the establishment of a new media outfit to replace the existing company.
They argued that the byew Capital Properties could not proceed with the disposal of the properties at the initial approval given by the NSGF in the year 2016, because of a court case instituted by the NNN pensioners but however, following an out-of-court settlement of the dispute, the disposal process was kick-started on 16th September, 2020.
The convener further said
New Capital Properties commenced the process of disposal of the NNN properties with the placement of a newspaper advert in two national newspapers in September, 2020 stressing that the advert which outlined the guidelines and modalities for the auction bid for the properties initially stipulated a (6) week period for the submission of bids by prospective buyers but was extended by another (2) weeks which terminated on 11th November, 2020 with the bids opened and winners announce on 13th November, 2020 at an elaborate bid opening ceremony.
They lamented that following the bid opening, offer letters for the purchase of the properties were issued to successful bidders, it is noteworthy that all of the successful bidders (including current staff and retirees) accepted the terms and conditions for the purchase of the properties and had commenced payment with a large amount of money running into millions so far received by NCPL for the properties.
“Notwithstanding the conclusion of the disposal exercise and in flagrant disregard for the legal implications, New Capital Properties acting on directives from the NNDC issued letters of suspension of the bid on the 7th of December, 2020 which was about a month after the conclusion of the exercise.”
Furthermore, “Findings have indeed revealed that the suspension of the exercise was orchestrated by vested interests that may have lost in the bid auction for the properties and are hell bent on truncating the sale of the properties in the hope that a fresh exercise shall be conducted to favour them.”
The statement added that, it is instructive to note that findings have also revealed that the NNDC succumbed to external pressure from a high ranking state government official of the host state of the New Nigerian Newspapers demanding the suspension of the exercise by New Capital Properties, its subsidiary company that was solely mandated by the Northern States Governors Forum (NSGF) to carry out the sale stressing that this was without recourse to the NSGF currently under the leadership of the Plateau State Governor, His Excellency Governor Simon Lalong.
According to them, the suspension of auction bid was premised on petitions by some petitioners, who obviously waited until after the conclusion of the exercise before raising objections adding that the petitions were not even backed by cogent and verifiable evidence to suggest that the bid was not conducted in conformity with the stipulated guidelines.
The statement further reads “Detailed checks have revealed that the residential quarters of the NNN in kaduna which is currently occupied by serving and retired staff was allocated to the occupying staff to purchase via a right of first refusal option which was accepted by all the occupants but with the suspension of the exercise they have become apprehensive that thier hopes of owning the properties may be on the verge of being frustrated.
“It is on record that the occupants of the residential houses have lived in the properties for upwards of 10, 20 and 25 years hence the rationale to give them the rights of first refusal to purchase in the interest of justice fairness and in compliance with global best practices usually adopted for the disposal of public properties.
“We want to draw the NSGF’s attention to the adverse implications of the suspension of the bid which is a hindrance to the determination of the Northern State Governors Forum (NSGF) to permanently resolve the issues that have crippled the New Nigerian Newspapers Limited (NNN) for several years now, which may be misconstrued as insensitivity on the part of the NSGF.
Concerned Northern Citizens also added some of the successful bidders for the properties have since proceeded to initiate legal action against NNDC and its subsidiary NCPL for the wrongful suspension of the bid exercise for the disposal of the properties with several others likely to do so if steps are not taken to redress the situation saying the development will further dent the reputation of NNDC as a corporate entity and by extension NSGF, the owners.
“We call on the NSGF to note the aforementioned and act expeditiously by issuing the necessary directives to the NNDC to do the needful in saving the legacy of Sir Ahmadu Bello, the Late Sardauna of Sokoto.” The statement enthused .

Kwo Chiefdom, a Goemai settlement with capital at Moekwo (Kwande) is located in Qua’an- Pan Local Government Area of Plateau State, Nigeria. It’s area covers the villages of Luukwo ( Barkin Ciyawa), Nagan ( Kurgwi), Turniang, Npap, among others. The history of Kwo Chiefdom dates back to the disintegration of the Kwararafa Empire. Following the disintegration, the people of the present Kwo Chiefdom migrated from the Middle East alongside the Jukuns, Alagos, Igalas, etc., to Wukari, but later moved to, founded and first settled at Ngua-Moekwo, (which is today considered the central traditional worship place of the Goemai of Kwo chiefdom) under the headship of Atua (Ntuan), the first Long Kwo. After the desertion of Ngua Moekwo, Attua moved and settled at Luukwo (Barkin Ciyawa), and finally to Moekwo ( Kwande), its present capital. The area, a district, was upgraded to a Chiefdom of 3rd Class Status on April 3, 1981, (while maintaining its District position) by the Administration of late Chief Solomon Daushep Lar in his Emancipation program. In the course of history the Chiefdom was ruled by 26, Long Kwos, the first been Miskoom Atua ( Ntuan) with the last of whom was late Miskoom Hoomkwap Sule II, was transited to glory on July 1988. Others who ruled the Chiefdom included Shaswo, Tsarkes, Fokur, Lafiang, Kwaram, Ndi, Nuku and Kadiri. Others who ruled the Chiefdom are Lakwaram, Mawo, Kaskang, Kwapkwo, Poejap, Poemuop, Yilwup, Diemser, Kerembaam and Nianluop. The Long kwos of recorded period are Npoema ( 1869-1886), Kwalgurum (1886-1893), Mialmen (1903-1907), Longbaam (1907-1923), Sule Mialmen (1923-1954) and Hoomkwap Sule II (1954 – July 1988).
Since then, attempts to have a new Long Kwo was thwarted by the intrigues between and or among the Princes of the 4 ruling houses of Kaskang, Lakwaram, Npoema and Nuku. Despite the absence of the Long Kwo, the Chiefdom as a blessed area has trained and produced high caliber of people, who had either provided or are still providing quality services to Plateau State and Nigeria in general. The area is blessed with several schools, medical outlets, banks and is a multi religious in nature. Apart from the development and growth of area, the Chiefdom is agrarian in nature with vast arable land for farming. This has attracted other citizens, notable from Pankshin, Bokkos, Mikang, Langtang South and North; and Mangu local Government Areas of Plateau State and to some extent from Nasarawa, Benue and Bauchi States. The Chiefdom has the capacity to produce in commercial quantities, if properly harnessed, commodities like yams, millet, beniseed, beans, casava, maize, rice, guinea corn, pepper among others. The Supreme Court has dismissed Senator Joshua Dariye’s conviction on criminal breach of trust which carries a 10 year jail sentence, reports say.
The court however upheld the second charge of criminal misappropriation of funds preferred against him which carried a 2 year jail sentence.
The Supreme Court on Friday delivered the judgment in the appeal filed by the jailed former Plateau Governor.
A five-man panel of the court, led by Justice Mary Odili, had, after hearing the appeal on December 17, 2020, fixed judgment for March 12, 2021.
Dariye is, by his appeal, praying the Supreme Court to upturn the November 16, 2018 judgment of the Court of Appeal, Abuja, which convicted him and sentenced him to 10 years for diverting public funds estimated at N1.162billion while he was the Governor.
A three-man panel of the Court of Appeal, led by Justice Stephen Adah, in its decision, upheld an earlier judgement by Justice Adebukola Banjoko of the High Court of the Federal Capital Territory (FCT), delivered on June 12, 2018.
The trial court convicted Dariye on 15 counts relating to the offences of criminal breach of trust and criminal misappropriation, contained in the 23-count charge on which he was tried by the Economic and Financial Crimes Commission (EFCC).
The Appeal Court however faulted the trial court for convicting Dariye on counts 12 and 23, which it said the prosecution did not prove.
It also faulted the trial court for imposing the maximum sentences on both offences of criminal breach of trust and criminal misappropriation.
The Appeal Court proceeded to reduce the 14 years sentence for the offence of criminal breach of trust to 10 years, and reduced the two years sentence for criminal misappropriation to one year.
Arguing the appeal before the Supreme Court on December 17 last year, Dariye’s lawyer, Kanu Agabi (SAN), a former Attorney General of the Federation (AGF), asked the court to eith reverse his client’s conviction or reduce the 10-year jail term handed him by the Court of Appeal.
Agabi, after adopting his written argument, prayed the court to allow his client’s appeal and set aside Dariye’s conviction and sentence.
He argued that Dariye’s conviction was speculative and urged the court to show mercy on him.
He however added that, should the court be minded to disallow the appeal and affirm the decision of the Court of Appeal, it should reduce the sentence substantially.

FEDERAL POLYTECHNIC SHENDAM TO BE CITED AT NYAK – FG
With the recent approval for the establishment of the Federal Polytechnic in Plateau State, the Federal Government has announced the citing of the Polytechnic in Nyak, Shendam Local Government Area.
Permanent Secretary Federal Ministry of Education Architect Sonny Echono conveyed this to Governor Simon Bako Lalong during the continuation of the technical visit to the State in preparation to the take-off of the Polytechnic.
The Permanent Secretary said the technical team from the Ministry had undertaken a preliminary visit to various sites in Shendam Local Government and having submitted its findings, Nyak was chosen as the site for the school.
He said “I am here at the behest of the Minister of Education Mallam Adamu Adamu on what we now call the open end of our visit. This is actually the second visit in connection with this institution. Our first visit was a reconnaissance one, we didn’t contact the State Government and we did not make it public. But we did look at the various options in the location of the institution and we made recommendations. I am pleased to inform you that based on the criteria we worked out to stimulate development and foster access, Nyak in Shendam Local Government Area was approved by Mr. President. On this second visit therefore, another 10 member Technical Team is here to meet with some of the officials of the State Government on some of the policy and logistic needs of the school. They will go to the site and assess the condition to discuss further the sharing of responsibilities on what we see as the facilities that the State Government should assist to provide. We believe that on-site facilities are the responsibility of the institution while off-site facilities will require the assistance of the State Government”.
Echono said facilities such as access road to the site, power lines and water body for treatment are the immediate concerns that will be addressed in collaboration with State Government. He said already, President Buhari has approved 2 billion naira for the takeoff of the institution.
He said the visit report of the 10-man technical committee will further advise whether the Polytechnic should start on a temporary facility or on the permanent site. He also conveyed the appreciation of the Minister of Education to Governor Lalong for championing peace and reconciliation which has made Plateau return to its pride of place as the Home of Peace and Tourism – a situation that continues to attract development and investment to the State.
Governor Lalong assured the Permanent Secretary that the people of Plateau State, Shendam Local Government as well as the host community of Nyak are all eager for the take-off of the school which will accelerate educational development, skill acquisition and job creation. He said the Plateau State Government will do its part in providing any needed assistance for the success of the institution.
Meanwhile, the 10-member Technical Team led by Mallam Musa Mohammed Isgogo, a Director from the National Board for Technical Education and the Chief of Staff to the Plateau State Governor, Noel Donjur has concluded their visit to the approved site in Nyak.
During the visit, they inspected the vast land provided as permanent site of the Polytechnic, access roads and other facilities for power, water and security. They also inspected some Schools and hospitals currently being constructed under the Lalong Legacy projects in Nyak and Shendam before paying visits to traditional rulers including the Long Gamai of Shendam, Miskoom Martin Shaldas III who expressed excitement and appreciation to President Muhammadu Buhari and Governor Simon Lalong for finally wiping their tears with the establishment of a Federal Tertiary institution in the Southern Zone of the State.
