Plateau State Governor and Chairman of the Northern Governors Forum, Simon Bako Lalong has rejoiced with Nigerian Muslims on the occasion of another Eid-el-Kabir, urging them not to allow the impact of the Corona virus pandemic to demoralise their faith. Lalong said this year’s celebration comes at a peculiar time when the world is working hard to tame the Corona virus pandemic which has altered the way of life of people across the world. He said, “Although the Muslim faithful is marking this year’s Salah in unusual circumstances of restrictions, the essence of this spiritual event cannot be neglected. This is the time to demonstrate the virtues of peace, love, sacrifice and tolerance that are taught by the Prophet Mohammed”. He urged the Muslim ummah to exercise patience with restrictions that have been imposed to curtail COVID-19 as the guidelines issued are meant to prevent the spread of the disease and protect the people. Governor Lalong also reassured the people of Plateau State that his administration is taking proactive measures to ensure that the economy is boosted despite the the setbacks occasioned by the pandemic. He urged the entire people of Plateau State to continue to live in peace with one another, and consolidate on the tranquility currently pervading the State, calling on them to report all suspicious activities to security agencies who have made elaborate plans to tackle crime and criminality during the festive period.

The Borno State Governor, Babagana Zulum has confronted the army over an attack on his convoy in Baga, a town in Kukawa local government. Governor Zulum had departed Maiduguri, the state capital on Monday afternoon for the northern part of the state in continuation of the food distribution programme which he started earlier in July.
On Wednesday, he was scheduled to visit Baga, a fishing town on the shores of the Lake Chad region which has been under the control of insurgents for many years until the military declared its liberation, insisting no Nigerian territory is under the control of Boko Haram. But, few kilometers to Baga, gunmen opened fire on the Governor and his entourage.
The Governor was forced to retreat as security operatives on escort duties repelled the attackers. A furious Zulum confronted the Commanding Officer in Mile 4, mincing no words in expressing his disappointment at the inability of the military to rid Baga and environs of insurgents.
“You have been here for over one year now, there are 1,181 soldiers here; if you cannot take over Baga which is less than 5 km from your base, then we should forget about Baga. I will inform the Chief of Army Staff to redeploy the men to other places that they can be useful,” Zulum said.
National President, Mupun Cultural And Development Association MUCDA, Chief Pedro Ardiyel Dafur, FCA has been honoured by the National Association Of Nigerian Students NANS.
In a brief ceremony in Jos,he was presented with an Outstanding Performance Award 2020 by the NANS Director Of Special Duties.
Receiving the Award,the MUCDA President appreciated NANS for the recognition and dedicated it to the entire Mupun Nation saying their support has placed MUCDA where it rightfully belongs.
He assured that he will continue to do more in leading the Mupun people with firm uprightness and commitment.
GOVERNOR LALONG SIGNS REVISED 2020 BUDGET INTO LAW
Plateau State Governor Simon Bako Lalong has signed into law the revised 2020 Appropriation Bill into law. The 2020 Budget was revised from N177,340,521,174.00 to N122, 848,822,913.00. Governor Lalong while performing the ceremony at the new Government House little Rayfield Jos, said the revised budget became necessary because of the need to take care of the realities of COVID-19 which has greatly affected the economy of the State. He said “For us as a State, the impact has been huge as our earnings have drastically fallen even in the face of demands for funds to carry out statutory responsibilities and also respond to the challenges of the corona virus pandemic. That is why we engaged in various cost-cutting measures to enable us manage the lean resources efficiently and also try to fulfill our most basic responsibilities of providing services to our citizens”. He reiterated the commitment of his administration to working through this challenging period by effectively applying available resources to the most critical areas that will benefit our people and assist us bequeath a lasting legacy for the people of Plateau State. He directed the Ministry of Finance, Budget and Planning as well as all MDAs to ensure its strict and effective implementation in line with extant financial regulations. On funding the budget, Governor Lalong said a reputable revenue collection firm has been engaged to improve on revenue targets, especially the Internally Generated Revenue which is crucial to funding the 2020 budget. He also explained that the Government will continue to strengthen the implementation of the Treasury Single Account (TSA); the Efficiency Unit; Bureau for Public Procurement; Liquidity Management Committee; as well as the Project Monitoring and Result Delivery Unit (PMRDU) to maximise resources and eliminate wastages. Commissioner for Budget and Planning Mr. Sylvester Wallangko explained that the revised budget consists of 42.8 Billion naira for capital expenditure and 79.9 billion naira for recurrent expenditure. He further said the revised budget is in deficit of Twenty seven billion, seven hundred and nine million, four hundred and twenty one naira (N21,709,429,246,00) which will be funded from loans from domestic and external sources.

SPEECH BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF PLATEAU STATE, RT. HON. (DR). SIMON BAKO LALONG AT THE SIGNING OF THE REVISED 2020 BUDGET TAGGED “BUDGET OF RESCUE AND INFRASTRUCTURAL CONSOLIDATION” INTO LAW HELD AT THE GOVERNMENT HOUSE, LITTLE RAYFIELD-JOS ON 28TH JULY 2020. PROTOCOLS 1. It is yet another unique privilege for me to perform this very crucial assignment of signing the 2020 revised Appropriation Bill into law, albeit in unusual circumstances. 2. In recent times, this is about the first time we are having to revise a budget barely mid-way into its implementation. The reasons are not far-fetched as Covid-19 has changed virtually every facet of our lives. 3. Let me therefore convey my sincere appreciation to the Speaker of the Plateau State House of Assembly, Rt. Hon. Nuhu Abok Ayuba, the Leadership of the House and entire Honourable Members for rising up to the occasion to give the revised 2020 budget expedited attention. 4. Excellencies, Ladies and Gentlemen, you will recall that I signed into law the Plateau State 2020 Appropriation Bill on 23rd December 2019 tagged “A BUDGET OF RESCUE AND INFRASTRUCTURAL CONSOLIDATION”. 5. The budget then showed an aggregate expenditure of One Hundred and Seventy Seven Billion, Three Hundred and Fourty Million, Five Hundred and Twenty One Thousand, Seven Hundred and Seventy Four Naira (N177,340,521,177.00) only. 6. Like I stated on that occasion, the budget was fashioned in line with the implementation of our Rescue Administration’s Three-Pillar Policy of Peace, Security and Good Governance; Infrastructural Development; and Sustainable Economic Rebirth. 7. We had barely begun its implementation when the corona virus pandemic hit the world and eventually landed our shores with devastating impact on our economy. 8. For us as a State, the impact has been huge as our earnings have drastically fallen even in the face of demands for funds to carry out statutory responsibilities and also respond to the challenges of the corona virus pandemic. 9. That is why we engaged in various cost-cutting measures to enable us manage the lean resources efficiently and also try to fulfill our most basic responsibilities of providing services to our citizens. 10. Despite these efforts, we have had to come to the point of reviewing the 2020 budget in line with the realities of the day in order to realistically meet our expectations. That is why I transmitted to the House of Assembly, a Revised Budget Estimate of 122.8 billion naira for the 2020 Fiscal Year. 11. This consists of 42.8 Billion naira for capital expenditure and 79.9 billion naira for recurrent expenditure. Again, the commitment of the Honourable Members of the Plateau State House of Assembly in passing the revised budget is highly commendable. 12. Let me therefore reiterate our commitment to working through this challenging period to effectively apply available resources to the most critical areas that will benefit our people and assist us bequeath a lasting legacy for our beloved State. 13. PRESS BRIEFING BY RT. HON. (DR) SIMON BAKO LALONG, KSGG EXECUTIVE GOVERNOR OF PLATEAU STAT & CHAIRMAN, PLATEAU STATE TASK FORCE ON COVID-19 ON 28TH JULY, 2020.
Gentlemen of the media, I welcome you to this press briefing which is primarily to give you an update on our fight against the Corona virus pandemic in Plateau State.
You will recall that since the lifting of the lockdown and movement restrictions was announced by the Executive Governor, Rt. Hon. (Dr.) Simon Bako Lalong, the major charge was for residents of Plateau State to take personal responsibility for their health and that of others.
The Governor also directed the mandatory use of face masks in all public places as well as adherence to other guidelines such as social distancing, use of hand sanitizers and hand washing among others.
In addition, the Governor directed that more public enlightenment and publicity be carried out along with community engagement so as to have the buy-in of all stakeholders.
The Governor also made efforts to increase the Covid-19 testing facilities in the State. I am happy to inform you that as at today, we have 3 testing centres in Plateau State located at the NVRI Vom, Plateau State Specialists Hospital and the Jos University Teaching Hospital.
This has greatly enhanced our testing capacity and enabled us to know the extent of the spread of the disease in the State and also respond appropriately.
The State is now experiencing community transmission of the virus. This has made the State to commence mass testing of the citizens. Currently the State has been given sample collection target of 87,000. Meaning we have tested about 485 people per day.
As at today July 28, 2020, we have tested a total of cumulative samples numbering 14,816 out of which 10,922 results have been received. Pending results are 3,894. From all the tests conducted, 982 have tested positive.
The total number of people on admission is 221 (Riyom Trauma Hospital 18, JUTH 64, PSSH 70 and BhUTH 7). About 145 are on home management while the remaining are being moved to treatment centers. All those on admission are doing fine and responding to treatment.
Cumulatively, we have discharged 446 persons and sadly recorded 19 deaths. We are observing 454 suspected cases at the moment.
Let me say that our health workers who are on the frontline have also been affected by the virus. So far, the total health workers affected is 58 (10 doctors, 15 Nurses, 3 CHEWs, 2 J/CHEWs, 3 pharmacist technicians, 4 laboratory scientists, 1 lab technician, 1 record clerk, 1 watchman and 14 cleaners).
Following the directive by the Governor that all staff of Ministries and MDAs be screened, we have so far conducted tests for 4,422 staff of 54 MDAs with 174 of them testing positives. The tests are continuing. This makes Plateau State the first in the country to commence mass testing of Civil Servants.
The implication of these statistics is that there are increasing number of those infected with the disease in the State which is a result of the increase in testing capacity. These figures should not cause panic and anxiety but rather make all of us resolve to adopt safety precautions and also adhere to the guidelines.
You may have seen the record of yesterday’s NCDC summary which showed that Plateau has 148 cases. I wish to clarify that these are accumulated results which were delayed because of the shortage of reagents at the NVRI lab in Vom. They are not results of a single day please.
We are therefore widening our contact tracing which is becoming very challenging considering the increased cases relative to manpower and resources. However, the Governor is doing everything possible to close the gaps to enable us be ahead.
In view of the forth coming Eid-el Kabir celebrations on Friday, 31st July, 2020, the State Task Force on COVID-19, convened a meeting with the Muslim Ummah and the Security Chiefs in the State.
During the meeting, discussions were held on the guidelines and protocols on the celebrations. Guidelines from the PTF, the Nigerian Supreme Council for Islamic Affairs (NSCIA) and the Security were deliberated upon.
At the end of the discussions, a harmonized guideline was put forward to direct the celebrations in the State. These guidelines were presented to His Excellency the Executive Governor and Chairman of the State Task Force on Covid-19 which he approved. They are as follows:
i. That prayers at Eid grounds be suspended in the State and restricted to Friday Mosques only, while at the same time observing all Covid-19 protocols. ii. Elderly people are encouraged to stay at home as they are the most vulnerable to the virus. iii. That all festivities, including visits to recreational Centers such as Zoo and Wildlife Park be halted. iv. Residents should strictly use Face Masks during the occasion and especially children conveying food items to neighbours v. Movement of commercial vehicles is to be restricted, except on emergency cases. vi. A two (2) day suspension on Tricycles movement shall be observed before and after the prayers (i.e. 31st July – 1st August, 2020) , while the Federal Government Curfew from 10:00 pm to 4:00 am shall be enforced. vii. That there should be greater enforcement of existing Covid-19 protocols during the Sallah celebrations. viii. That the Covid-19 Task Force carries out more sensitization in major towns, using the Enlightenment vans and other resources of the Ministry of Information and Communication. ix. That Local Government Council Chairmen be engaged to also replicate the measures enumerated in their jurisdictions for compliance at that level.
While reiterating the call by His Excellency the Governor for the citizens to submit themselves to covid-19 testing, we wish to re-emphasize that this disease is not a death sentence and there should be no reason whatsoever for stigmatization and discrimination.
The Governor has led the fight against this pandemic by example and has submitted himself and his family twice for Covid-19 test. He has also mandated all members of Exco to do same. We have also come out to tell you about some members of Exco who tested positive and the story of their recovery.
This shows that we can defeat this virus by adopting safety protocols and treating it just like any other ailment. The fact is that we are going to have to live with this pandemic for a long time and the earlier we get used to the guidelines of preventing it, the better for us.
Finally, I wish to also inform you that the Plateau State House of Assembly has passed the revised budget into law which will be assented to by the Governor any moment from now.
While wishing our Muslim brothers and sisters happy Eid-el Kabir, I urge all citizens to take all precaution and stay safe.

The Ngas Development Association, NDA has expressed dismay over the way and manner some of her sons and Daughters have been using the social media to cause disunity among themselves, stressing its renewed resolve to sanction any member who indulges in such acts.
The Ngas Development Association (NDA) which is one of the highest decision making arms of the NDA and the Ngas Nation took this stand, Saturday, 25th July 2020 during an Expanded Executive Council of the Association made up of 46 Registered Branches including Ngas Districts in Ngasland.
In a communiqe issued after the meeting indicates that, the expanded and congress meetings were earlier scheduled for March 2020, however, they did not hold due to sudden emergence of COVID – 19, pandemic which at that time was intensed that necessitated the postponement until now following relaxation of Government policies/protocols on containing the virus.
The Communiqe reads: “Following the movements relaxation, the expanded EXCO held 25/7/2020 under strict compliance with COVID – 19 protocols with 33 Branches in attendance & 3 Branches (sent apologies) out of the 46 registered Branches.
“The attendance covered Chairmen, Secretaries & PROs from the Branches.
”Also in attendance were Leadership of Ngas Youth Movement, NDA Women Wing and National Association of Ngas Students.
“The meeting received briefings from the National EXCO & Branches leadership of NDA led by the National President, Nde Gonen Gofwen on wide range of issues/activities of NDA.
‘The Expanded EXCO meeting equally received reports from various branches in respect to their activities and programmes.
‘At the end of exhaustive deliberations the following resolutions were adopted and issued:
1. The Unity of the Ngas Nation can not be compromised, therefore meeting resolved that erring Ngas Sons and Daughters, be sanctioned for using the social media to cause disunity & frowned at non members writing on NDA without finding out details.
2. That going forward, all those that always show concerned to register and follow on NDA activities/information from their zones or Branches.
3. Ngas project in 2023 is a must achieve by His grace & a responsibility of every Ngas Sons & Daughters. And that all Ngas sons & daughters actions MUST be accounted at all levels.
4. Congress Meeting holds October 3rd, 2020, at NDA Secretariat in Pankshin.

STEPHEN JINGS CONGRATULATES JOE ARI/AMOS AZI ON APPOINTMENTS, PROMISES TO EXPLORE WAYS OF COLLABORATION.
The Plateau State Honourable Commissioner, Federal Character Commission, Mr Stephen Abednego Jings has congratulated Sir Joseph Ntung Ari over his well deserved reappointment as Director General/Chief Executive Officer of the Industrial Training Fund,ITF.
A statement released and signed by Jings described the reapportionment of Joseph Ari as reward for commitment, service,humility creativity and loyalty knowing the myriads of challenges facing such an institution in these times.
He said the first four years saw an uncommon transformation of ITF to world class standard touching the nooks and cranies of the entire country,bringing greater opportunities for trainings and partnerships from within and outside the country which has shown a steady rise in number of entrepreneurs of repute as well as provided several job opportunities to the citizenry.
The Honourable Commissioner said the next four years of Joseph Ari at the helm of affairs of the ITF will so much change the face of a nation deserving a shift from white collar to business minded and class of entrepreneurs that will stand the test of time in the country.
Meanwhile, the Honourable Commissioner,FCC.Mr Stephen Jings has also felicitated with another worthy son of Plateau State,Barr Amos Isaac Azi on his appointment as The Chairman/Chief Executive Officer Of The Investments And Securities Tribunal also by President Muhammadu Buhari.
The statement quotes Jings as saying the appointment of Barr Azi is no doubt right considering his track records and experience in his years of service at the Securities and Exchange Commission that has seen him traveled far and wide and also held several positions of very high responsibility in that field.
Heading the Investments and Securities Tribunal according to the statement will not come as an easy task but plateau people are very optimistic that the right this has been done in the choice of Barr Azi.
Jings thanked Governor Simon Lalong for facilitating such appointments for the good of Plateau State, and thanked President Muhammadu Buhari for consenting to it which to him shows love to the state.
He added that the Federal Character Commission in Plateau state will set up machineries of close collaboration with the ITF and IST to explore better ways of partnership for the state and that will be pursued within the shortest time and wished them well in their various places of service.

In its commitment to put smiles on the faces of the vulnerable in the society, reduce the hardships being faced by them on account of the adverse impact of the dreaded Novel COVID-19 Pandemic and give them sense of belonging in the society, an NGO, Chris-Dashe Empowerment Initiative (CDEI) on Saturday 26th July, 2020 distributed food items as COVID-19 Palliative to Widows from the 17 Local Government Areas of Plateau State who are residing in Abuja and environs.
Delivering the food items which comprised of Rice, Semovita, Palm Oil and Maggi, the Founder/Executive Director of the Organization, QS Bitrus Naangurum Christopher said he was moved to assist the target persons considering the effect of the Coronavirus pandemic to livelihood.
He said being Fatherless at an early stage of life, he comprehend what the widows who have lost their breadwinners at this critical times because his Mother is a widow and said he is still aware of what she went through after he lost his Dad who was murdered in the village. He said the NGO was formed in honour of his Late Father, to reach out to those in need particularly Widows, Orphans and the less privileged through empowerment and other skill acquisition programmes for a better society. He said considering the hard times that has set in on account of COVID-19, he deemed it fit that stomach infrastructure should be considered.

Mr. Kyauta Damulak Plateau State Indigenes Development Association (PSIDA) lauded the gesture of the donor saying it is impressive and the first he is seeing from an indigene who is not a politician but committed to impacting lives. He urged other well spirited individuals to emulate the gesture in order to reduce poverty in the society. In her remark, Mrs. Patricia Orukari who represented the National President of National Council for Women Society (NCWS) said the humanitarian intervention is timely and commendable. She said it will go a long way in reducing the hardship being faced by the people.
Chairperson of PSIDA Women Wing, Mrs Damaris Mallo applauded the organisation for the laudable initiative lauded the Executive Director for availing himself to be used of God to touch and transform lives thereby impacting humanity and the society.
